It's a parody of the teen-abstinence sites, and either it's very entertaining or I'm very tired, or possibly both.  Complete with a \"Technical Virgin Pledge\" you can sign, a rather explicit \"creative date ideas\" page, and two video parodies of teen-abstinence TV commercials.
