OK, so UCSF outsources its medical transcription business. That’s not a big deal, right? Sure, they send confidential patient information over the internet, but it’s to a reputable company, right? So, it’s not terribly irresponsible. Right?
Of course, that reputable company sends the transcription to somebody else. It’s not clear from this story whether UCSF knew that their outsourced confidential job was being subcontracted, but it seems clear that they didn’t get involved in checking the responsibility of the subcontractor in Florida.
Who sent the stuff to a fellow in Texas.
Who sent the stuff to a woman in Pakistan.
Who did most of it herself, but hired a couple of assistants, as well.
When the woman in Pakistan stopped getting paid, she threatened to release the confidential data, which I think was actually fairly reasonable, or at least predictable.
Oh, and by the way, the fellow in Texas may not actually exist.
The problem here is not globalization.
