Eshoo question

A metaphor I was amused by:

“The $64,000 question is: How do we put socks on this octopus?” —Congresswoman Anna Eshoo, in a telephone town hall this evening.

(A quick web search suggests that the socks/octopus thing is a relatively common phrase, but I hadn’t heard it before.)

    It occurs to me that “socks on an octopus” is more like “herding cats” and less like “belling the cat” or “snakes on a plane.”

    Which makes me think that it might be fun to try playing Plenty Questions, but with all the guesses (and the answer) having to be common phrases, metaphors, idioms, or sayings.
