The correct spelling of cell phone uses two Ls, just like a cell of the body. In a cellular telephone system, geographical regions are divided into smaller subregions known as cells.
The only context in which the spelling cel should be used is in referring to an animation cel—which is to say, the sheet of celluloid that an animator draws on.
